Signing support for SCT tests only (sct.testing). A daemon build has no caller of these, and no key material: tests use throw-away deterministic keys. Kept out of sct.zig, which is a parser module (dec-0117 §6 S4: it decodes tokens from the wire, where nothing may panic); here the only panics are on Ed25519 failures that cannot happen for these inputs.
